About the Transmission Stakeholder Advisory Panel

The Transmission Stakeholder Advisory Panel (TSAP) plays a vital role in shaping AusNet’s Transmission Revenue Reset 2027 - 2032. Transmission planning is highly technical and complex, with long-term implications for energy reliability, affordability, and sustainability. To support this process, AusNet has brought together a panel of experts from across the energy sector, including consumer advocacy, infrastructure delivery, retail, generation, distribution, and large-scale industrial energy users. Each panel member brings deep knowledge and real-world experience to the table, helping to ask the right questions and incorporate a broad range of perspectives - especially those of Victorian energy users. Their insights are helping AusNet develop a proposal that delivers the best possible outcomes for customers, now and into the future.

To engage on the TRR 2027-2032, TSAP members will meet as a stand-alone panel (with and potentially without AusNet) and will be expected to participate in select broader engagement activities, including “deep dives” on select topics with broader stakeholder groups.


TSAP's role in the TRR 2027-2032

AusNet owns and operates the electricity transmission network in Victoria. The role of the transmission network is to transport electricity from large coal, gas and renewable generators across Victoria and interstate, to terminal stations that supply large customers and the distribution networks. Those networks then deliver the electricity to households and businesses. Our transmission network spans 6,620 kilometres, serving 6.6 million Victorians, and helps to connect power to NSW, South Australia and Tasmania.

AusNet's approach to customer and stakeholder engagement for the 2027-32 TRR involves an overarching Transmission Stakeholder Advisory Panel. The TSAP’s role is to:

  • provide credible, evidence-based insights and advice that enable AusNet to better understand its customer and stakeholders’ diverse needs, circumstances, perspectives, interests, and preferences, in the context of the TRR 2027-2032
  • engage constructively with other members and AusNet to provide feedback on economic and technical regulatory inputs to the Revenue Proposals, such as expenditure forecasts.

Glenn Orgias - Chair
Glenn Orgias is a senior executive manager in the energy sector and has over 20 years of experience across all commodities in the Australian Energy Market, including holding key leadership roles at Origin Energy. As Chair, Glenn brings a balanced perspective that integrates commercial, operational, and customer-focused insights. He advocates for outcomes that benefit all users of the Victorian transmission network, representing a whole-of-system view.
Alex Crosby
Alex Crosby is currently the Managing Director at Multiworks Australia, a delivery partner that constructs and upgrades critical energy infrastructure. Alex represents the interests of infrastructure delivery partners working on the Victorian transmission network and leverages his sector expertise, particularly in deliverability, to advocate for efficient, customer-focused outcomes for all Victorian electricity users.
*It’s acknowledged that there is a conflict of interest with Alex’s role at Multiworks. As a result, Alex will not be involved in endorsing our final proposal. However as a major supplier to the sector, Alex provides valuable input and insights on deliverability amongst other topics.

Al Mills
Al Mills is currently the Asset Manager - Renewables at Squadron Energy, a major developer and operator of clean energy projects in Victoria and across Australia. Al provides the perspective of renewable energy generators, developers, and asset owners who connect to the Victorian transmission network.

Andrew Richards
Andrew Richards is the Chief Executive Officer at Energy Users Association of Australia; the peak industry group for large electricity and gas users in the Australian energy market. Andrew provides a strong and trusted voice for large industrial and commercial energy users impacted by the Victorian transmission network.

David Markham
David Markham is a representative from Australian Energy Council; which is the peak industry body for downstream electricity and gas businesses operating in the competitive wholesale and retail energy markets. David advocates for the interests of electricity retailers operating in Victoria and affected by transmission network decisions.

Gavin Dufty
Gavin Dufty is the National Director of Energy Policy and Research at St Vincent de Paul Society, and is a Board Member of Energy Consumers Australia. Gavin brings a vital consumer advocacy perspective to the Transmission Stakeholder Advisory Panel and helps represent the interests of vulnerable and low-income Victorians, ensuring that affordability, equity, and social justice are central to transmission planning and revenue decisions.

Harshal Patel
Harshal Patel is the Business Director for Energy at Beca; an employee owned Asia Pacific engineering consultancy, partnering with industry to support renewable energy and transmission project development and delivery. Harshal represents renewable energy developers and delivery partners and contributes technical and strategic insights to support positive outcomes that serve all Victorian electricity consumers.

Rebecca Xuereb
Rebecca Xuereb is an experienced energy consultant with a broad background across the sector. As an engineer and strategist, she has worked across the energy value chain - from deregulating the Singapore electricity market to developing wholesale strategies at TXU (now EnergyAustralia), and leading strategic partnerships at Choice Energy. Rebecca brings a unique independent voice to the panel, advocating for the long-term interests of Victorian electricity consumers.
Richard Robson
Richard Robson is the Manager of Sub-transmission planning and construction for CitiPower, Powercor and United Energy. Richard brings the perspective of distribution businesses, which are key customers of the transmission network and play a vital role in delivering electricity to end users.

Roy Unny
Roy Unny is a senior infrastructure executive with over 30 years of experience across Canada and Australia. Roy specialises in several key areas including electrification, high-voltage systems, and strategic infrastructure delivery. As an independent voice, Roy draws on his technical and strategic expertise to advocate for outcomes that serve the long-term interests of all Victorian energy users.
Tennant Reed
Tennant Reed is the Director of Climate Change and Energy at Australian Industry Group (AI Group). AI Group is a peak national industry association that represents businesses of all sizes. Tennant provides a crucial voice, representing the interests of small and large businesses that utilise the transmission network.

Theodora Karastergiou
Theodora Karastergiou is the Future Network and Planning Manager at Jemena. Theodora brings the perspective of distribution businesses, which are key customers of the transmission network and play a vital role in delivering electricity to end users.
