Our engagement plan

Our engagement plan is a 'living' document, which outlines the engagement we will undertake on our TRR 2027-32 program until we submit our proposal to the AER on 31 October 2025.

We both recognise, and support this document changing over time, as customers and other stakeholders begin their engagement activities with us, and as environmental circumstances continue to change.

Designing our engagement plan

Our TRR 2027-2032 engagement plan is the result of a co-design process with customer representatives and other stakeholders, and build on:

  • ongoing customer research
  • our own experience engaging across our three regulated networks
  • engagement guidelines and best practices.

Overseen by the Transmission Stakeholder Advisory Panel

To help us engage on the right topics with the right people, we are frequently meeting with our Transmission Stakeholder Advisory Panel (TSAP) throughout the process of creating our TRR 2027-2032 proposal.

In this session, AusNet met with TSAP, developers, distributors and other interested parties and discussed:

  • How well AusNet is meeting expectations of parties who are connecting into the transmission network.
  • Opportunities for AusNet to improve the connections process.

In this meeting AusNet provided an overview of its opex proposal and deliverability challenges forecasted for its TRR 2027-2032 proposal. Additionally, the TSAP Chair, Glenn Orgias, invited TSAP members to provide feedback on AusNet's TRR engagement process so far.

In this meeting AusNet met with TSAP, Landholder advocates and Customer advocates to discuss the need and implications of AusNet proposing an opex step change to uplift its landholder engagement capabilities for the existing transmission network.

In this meeting AusNet took attendees on a tour of its transmission control room, and presented a detailed overview of its resilience related capex proposal. This included AusNet's proposed investments in the following areas that will help AusNet's network withstand and recover from extreme events:

  • Tower resilience program
  • South Morang Terminal Station transformer replacement
  • Digital investments

In this meeting AusNet presented a comprehensive overview of its capex proposal for the Transmission Revenue Reset 2027-2032. This included AusNet's proposed investments across several key areas aimed at maintaining reliability, enhancing resilience, and supporting the energy transition:

  • Deliverability strategy - addressing labour, materials, outages and planning approvals to ensure project execution.
  • Major stations program - including transformer replacements at Keilor and South Morang terminal stations.
  • Asset replacement programs - covering lines, towers, secondary systems, and compliance-drive upgrades.
  • Digital investments - focused on resilience, cybersecurity, and advanced energy management systems.
  • Other capex (including physical security) - to meet compliance obligations and mitigate operational risks.

In this meeting AusNer provided an overview of the implications the draft Victorian Transmission Plan could have on the TRR 2027-2032 proposal.

TSAP members were generally satisfied with the way AusNet is interpreting VicGrid’s draft Victorian Transmission Plan (VTP) with regard to physical overlaps with TRR projects (noting deliverability assessments are yet to be done). Several areas where more information is desired in the final VTP were noted, particularly with regard to project timeframes and selection of the Optimal Development Pathway.

In this meeting AusNet presented an overview of its draft proposal. TSAP members were generally supportive of AusNet’s draft TRR 2028-2032 proposal, with constructive feedback provided including:

  • Affordability and value proposition: TSAP members agreed AusNet should emphasise “lowest cost for best value” rather than affordability along and clearly outline the impacts the proposal will have on customer’s bills.
  • Narrative and positioning: Members recommended that AusNet’s draft proposal is optimised for informed stakeholders, who will then communicate to and advocate for everyday customers.
