Shape the electricity transmission network

We are seeking a Chair and members for our Transmission Stakeholder Advisory Panel (TSAP) to represent AusNet customers and stakeholders in the Transmission Revenue Reset (TRR) 2027-2032. The TRR is the process that leads to the Australian Energy Regulator (AER) determining revenues for our electricity transmission network for the 5-year regulatory period, in this case starting 1 April 2027. Our 5-year plan, referred to as a Revenue Proposal, must be lodged with the AER by 31 October 2025. The AER will assess our plan and set our revenues, which affect the price customers pay for electricity, the types and quality of services and level of investment and upgrades we put into the transmission network.


Positions available

The role of the chair will be to ensure the effective operation of the Transmission Stakeholder Advisory Panel.

Key responsibilities will include:

  • chair Transmission Stakeholder Advisory Panel, balancing consensus amongst members while respecting a diversity of views to support AusNet progressing the development of its TRR 2027-32 plans
  • work with AusNet to set meeting agendas and maintain records, including meeting summaries
  • provide independent advice and feedback to AusNet staff on relevant issues and topics as required
  • actively participate in Transmission Stakeholder Advisory Panel work as appropriate
  • participate in briefings and meetings, both online and in-person, with key AusNet stakeholders (such as the Customer Consultative Committee), AusNet executives and the AER, as needed
  • coordinate the development and production of up to 3 independent report/s that meet the AER’s requirements
  • advise AusNet on administrative matters, including panel membership, dispute resolution and stakeholder management
  • ensure trust and accountability in the TRR 2027-32 engagement program is maintained by designing and managing to appropriate governance mechanisms, if/as needed.

Likely time commitment:

1-2 days per month [September 2024 – October 2025]

Additional information:

Applicants for Chair must:

  • be impartial, and in a position to balance competing interests among the group (consultants and independents may apply)
  • be able to help facilitate discussion and balance the diverse views of those who represent specific interest areas
  • have leadership experience in consumer advocacy
  • have expertise in energy sector and/or infrastructure regulation.

Experience or skills in one or more of the following areas is desirable:

  • board, reference group, or panel experience.

Key responsibilities will include:

  • authoritatively represent the views of key customers and/or stakeholder groups
  • understand and identify the most important elements of complex energy issues and their implications for customer outcomes
  • engage and collaborate effectively and pragmatically on complex issues, with other members, AusNet staff and other stakeholders
  • draw on their skills and experience to take part in constructive and robust debate about the long-term interests of electricity consumers
  • ensure value for money offered by the Revenue Proposal in terms of consumer and community outcomes (e.g., price, reliability, safety, environmental)
  • review and discuss economic and technical regulatory inputs such as expenditure forecasts and depreciation
  • provide expert advice/guidance on issues as relevant
  • ensure trust and accountability in the TRR 2027-32 engagement program is maintained by participating constructively and adhering to governance arrangements.

Likely time commitment:

0.5-1 days per month [September 2024 – October 2025]

Additional information:

Knowledge of the energy sector and/or infrastructure regulation is desirable. Board, reference group, or panel experience is desirable.

Role of Transmission Stakeholder Advisory Panel

The TSAP’s role is to:

a) provide credible, evidence-based insights and advice that enable AusNet to better understand its customer and stakeholders’ diverse needs, circumstances, perspectives, interests, and preferences, in the context of the TRR 2027-2032

b) engage constructively with other members and AusNet to provide feedback on economic and technical regulatory inputs to the Revenue Proposals, such as expenditure forecasts.

TSAP Chair and members will review technical information, help identify the issues that matter most to customers and advocate for their interests. TSAP members may work for an organisation or represent a particular customer subgroup. Applicants for the role of the TSAP Chair must be independent (i.e. not affiliated with another interest group organisation) and have extensive experience as a credible advocate for the consumer interest, with a deep understanding of consumer issues and a proven track record of influence, impact and effective leadership.

The TSAP will meet via a combination of in-person and online meetings throughout 2024 and 2025 on weekdays. The frequency and duration of meetings will vary depending on different topics. Meetings are expected to commence in August 2024. An indication of the time commitment is provided below, noting this is for the life of the project and that the required time investment may vary throughout the process.

While existing technical knowledge of the energy sector and issues and topics outlined below is useful, it is not essential. Members will be provided with training to enable them to meaningfully engage on AusNet’s Revenue Proposal.
